West Yorkshire Fire & Rescue Service

Development of Five-Year ICT Strategy & Implementation Plan

Shaw was contracted to develop an ICT strategy and five-year service delivery plan for a fire service that deals with more than 22,000 incidents a year

To identify the requirements for the strategy we undertook a comprehensive consultation exercise across the service that involved more than 60 meetings, including one-to-ones with staff members and workshops with key stakeholders, existing system suppliers and partners. The initial research also included a survey sent to all staff members, which generated 658 responses.

The findings informed a detailed assessment of the service's current position (including systems, processes and information requirements) and analysis of future requirements. This exercise led to the development of a five-year prioritised strategy plan that included resource estimates, skills, costs, interdependencies and risks.

Review of Core Business Systems

Shaw were asked to carry out a detailed review of the implementation, current usage, and future usage of the FireWatch system - the main system the service used for HR, Training & Development, Availability & Workforce Management, Self Service and Reporting.

We assessed the current position through a series of on-site meetings with key stakeholders from across the service. In order to further inform the review, we also had discussions with the provider of the system and with five other Fire & Rescue Services that used it.

Our consultants then analysed the available options and potential costs of them, before producing a detailed report that made recommendations for the way forward.
