Dumfries & Galloway Housing Partnership

Dumfries & Galloway Housing Partnership (DGHP) owns and maintains more than 10,300 homes across Dumfries and Galloway. DGHP directly employ 200 people, and through various maintenance and investment contracts are responsible for the employment of many local construction industry workers.

CHALLENGE

DGHP was looking for support from experienced consultants to provide an independent analysis of their existing Information Systems, Technology Infrastructure, and IT Service and a Strategy that would lead to a 'Digital by Default' business model by 2020.

SOLUTION

Shaw carried out an extensive analysis of DGHP's current use of systems and technology by holding over 30 meetings with staff, customers and DGHP's board.

Shaw ran six workshops that mapped DGHP's current housing processes, assessing how these could be made more efficient.

We analysed 147 survey responses from staff about the IT systems and future requirements, and reviewed system documentation.

A detailed analysis of the current position was performed, which highlighted opportunities for digitisation of analogue processes, removal of historic processes, gaps in systems functionality, opportunities for new Digital Services and also areas that were already working well.

Benchmarking of the IT Costs and IT staffing was conducted against peer organisations to ensure a comparable level of investment was being made.

The Digital Strategy was designed to assist DGHP in developing a longer-term vision for information systems and information technology over five years, both of which complement and support DGHP's overall corporate business plan.

Using the above information, we detailed our understanding of the current service and the improvements required and presented these findings at the mid-point review.

Based on the feedback received at the mid-point review, the options of how to deliver the Digital Strategy were assessed and costed.

The draft Digital Strategy was discussed with DGHP's Management Team and once approved was presented to DGHP's Board.

RESULTS

DGHP now has a Digital Strategy that provides a prioritised list of projects detailing both the estimated costs and resource requirements for the next five years (2017 – 2022).
